Job Description

ThinkWell is an international health systems development organization focused on using tailored health financing approaches to help low- and middle-income countries achieve universal health coverage (UHC). We believe that effective health financing systems are essential to ensuring health services are well-resourced, high quality, accessible, and do not cause financial impoverishment by those who use them. ThinkWell employs a whole-of-systems approach to health financing. We specialize in five practice areas that intersect with health financing: governance, human resources for health, the private sector, public financial management, and research and evaluation.

We are a grounded, field-driven organization, and our team is composed of experts in health economics, policy, and research, who are all working with countries to support their efforts to move toward UHC. ThinkWell is committed to supporting countries to deliver on their agendas, helping them address priorities they have identified. ThinkWell has a growing portfolio and is building a team of talent and motivated staff for a project in Cambodia. ThinkWell is looking for an organization to provide human resources, administration, accounting, and procurement support to the staff member(s) we plan to hire in Phnom Penh, Cambodia.

SCOPE OF WORK
The primary objective of work is to ensure the seamless management and compliance of the ThinkWell contingent workforce while allowing ThinkWell to focus on its core business operations.

The professional employer organization or employer of record is expected to provide the following administrative, operations, and financial service support for the staff in Cambodia:

  • Onboarding and Offboarding- Manage the onboarding process including employment contracts and orientation. Manage the offboarding process including exit interviews and final settlements.
  • Benefits Administration- Ensure access to health insurance, retirement plans, and other employee benefits as required by the relevant labor laws. Administer and manage benefits enrollment and claims processing.
  • Employee Records Management amp; Reporting- Maintain accurate and confidential employee records, including personnel files and employment contracts. Provide regular reports on payroll, compliance, and other HR-related metrics. Facilitate customized reporting as requested by ThinkWell.
  • Payroll Administration- Process payroll accurately and on time. Calculate and deduct applicable taxes, social security, and other statutory deductions. Distribute pay stubs and ensure timely direct deposits.
  • Bank Accounts- Prepare paperwork and open account(s), including a US dollar account. Manage account balances. 
  • Accounting- Maintain accounts for local transactions, conduct monthly bank reconciliations, and report these to PM and/or HQ. Prepare accounts for the annual audit, support the audit process, as requested. 
  • Procurement - Produce and code POs, get quotes, select suppliers, receive goods/services, make payments, and document the process in alignment with ThinkWell’s procurement policy. 
  • Local Legal Counsel - Advise on employment law, if requested. Ensure compliance with all local and national labor laws and regulations. Manage and maintain records for tax compliance, workers' compensation, and other legal requirements. Prepare and file all necessary tax documents on time.
  • ThinkWell Registration - Coordinate the process of official registration in-country, if requested.
  • Risk Assessment amp; Emergency Communication - Provide routine risk assessments to ThinkWell and provide security advice to staff in-country for specific activities, including fieldwork. Provide security advice for visiting staff. Contract personal security escorts if requested. Mitigate employment-related risks by ensuring proper documentation and compliance.

  3. Provide a certified copy of the certificate of incorporation, a registration document, or a single business permit. Additionally, please provide us with your National Tax Number.
  4. If applicable, name and contact information of in-country partner/local PEO (qualifications of staff who would be working with ThinkWell directly).
  5. Associated costs for requested services.
